针对求职者再就业的促进服务经常遭受“择优(creaming)”的困扰,即只将那些最优秀的人员遴选出来,重新送入劳动力市场。诸如合作生产这样的新服务提供方式应该可以较少受制于选择机制。为了分析再就业促进服务合作生产项目是否存在选择偏倚,我们将一项地方再就业促进服务合作生产项目的参与者(n=60)与非参与者(n=18)进行了比较。参与者总体上更有积极性,并且其一般性的信任感、对市政府的信任感以及对人际关系的信任感都表现出了较高水平。而且,高水平的一般性动机与高水平的信任感和控制感相关。这表明,在再就业促进服务合作生产项目中的确存在选择偏倚。因此,合作生产在处理择优方面是否比常见的服务提供形式更加成功,仍然是不确定的。
The promotion service for job-seekers who are re-employed often suffers from the “creaming” problem of selecting only those best individuals and re-entering the labor market. New ways of delivering services such as cooperative production should be less constrained by the selection mechanism. To analyze the existence of selection bias for re-employment-promoting services co-production projects, we compared participants (n = 60) and non-participants (n = 18) for a local re-employment promotion service co-production project. Participants were generally more motivated, and their general sense of trust showed a higher level of trust in the city government and a sense of trust in relationships. Moreover, a high level of general motivation is associated with a high level of trust and control. This shows that there is indeed a selection bias in re-employment promotion cooperative services projects. It is therefore still uncertain whether cooperative production is more successful than common forms of service delivery in the handling of preferences.
