本文基于彼得·圣吉第五项修炼分析发现我国公务员职业发展规划存在着能力不足影响职业发展前景、思想上不重视职业发展规划、组织文化与公务员职业愿景未形成良好的契合、职业发展规划道路隐晦、绩效考核程序流于形式等问题。而造成上述问题的原因包括公务员培训未做到因材施教、公务员“懒政”现象制约职业发展追求、政府传统职业管理理念滞后、公务员职业发展规划方案落实不彻底、未建立系统完善的公务员职业发展考核制度。基于此,借助彼得·圣吉第五项修炼的内容本文进一步对公务员职业发展规划提出了建设性的意见。
Based on the analysis of Peter Santhi’s fifth cultivation practice, this dissertation finds that there are insufficiencies in career development planning of civil servants in our country, which affect career prospects. There is no ideological emphasis on career development planning, and there is no good fit between organizational culture and career vision of civil servants. Obscure, performance appraisal procedures flow in the form of such issues. The reasons for the above problems include: civil servant training did not teach students according to their aptitude, civil servants “lazy government ” restricts the pursuit of career development, the traditional concept of government career management lags behind, civil servants career development planning implementation is not complete, not a well-established civil service Development of the assessment system. Based on this, with the help of Peter St. Ji fifth content of the practice of civil servants further career planning put forward constructive suggestions.
