(一)三门峡建库前后渭河河道的变化渭河三门峡库区段,根据1965年国家计委批准的治理范围是西起咸阳铁路桥,东至潼关河口,全长208公里,其中咸阳铁桥至耿镇桥长37公里,为游荡型河段,耿镇桥至赤水河长70公里为微弯型河段,赤水河口至潼关河口长101公里,为弯曲型河段。建库前咸阳铁桥以下共有大小弯道42个,河道弯曲系数为1.37,平均比降为万分之3.12。三门峡水库建成运用后,由于水库淤积的影响,河床抬高,洪水位相应升高,库区两岸修建了防护堤和生产堤。根据库区防洪工程规划,咸阳至耿镇桥间防洪堤距为1.2公里,耿镇桥至零河口间,防洪堤距为1.5公里,防洪堤按防御二十年一遇洪水设计,
