近年来,发达国家不仅越来越重视MEA协议、WTO规则等国际协议中的环境、卫生等相关条款,还陆续制定了国内的法律法规、标准、规则等,并将它们作为绿色贸易壁垒,用以限制发展中国家或落后国家的产品进入本国市场。在信息化、网络化和全球化的今天,无论是国家还是企业,关起门来搞经济,既不现实也不可能。本文拟以低碳经济为视角,探寻绿色贸易壁垒的起源、表象和本质。
In recent years, the developed countries have not only paid more and more attention to the relevant provisions on environment and health in the MEA, WTO rules and other international agreements, but also successively formulated domestic laws and regulations, standards and rules, and used them as green trade barriers. So as to limit the entry of products from developing countries or from backward countries into their own markets. Today, with informationization, networking and globalization, it is neither realistic nor possible for both the state and the enterprises to close their doors to engage in the economy. This article intends to explore the origin, appearance and essence of green trade barriers from the perspective of low-carbon economy.
