据1993年7月23日《北京青年报》报载,从美国访学归来的国情分析专家胡鞍钢和另一学者五绍光日前呼吁加强中央政府能力已刻不容缓,目前中央出台的宏观调控措施无论对当前经济形势还是对市场经济的长远发展都极为必要。两位学者认为,自1980年实行“分灶吃饭”的财政大包干体制后,国家汲取财政能力迅速下降,政府财力极度分散,中央控制宏观经济能力下降。
