为推进主体功能区快速形成和持续发展,文章从综合交通结构优化的视角,运用系统分析方法、效用经济学和综合交通系统经济分析理论,分析了形成主体功能区与综合交通资源优化的关系,综合交通结构优化的目标和宏观对策,认为综合交通结构优化的目标是实现系统效用最大;宏观对策有重新审视现有的综合交通规划、不断优化综合交通技术结构、努力提高综合交通运输组织效率、做到政府引导与市场相结合等;需要按不同功能区分别制定优化重点。
