教育是一国发展之大计,财政教育支出不仅影响个人发展,且对国民素质及综合国力的提高都有着举足轻重的作用。教育作为一种特殊的公共产品,对提升人力资本有重要作用,财政教育支出是否公平对调节居民的收入分配有着重要影响。作者认为财政教育支出应当在人口维度实现教育资源分配的公平。本文首先界定财政教育支出含义,进一步分析调节收入分配的传导机制。之后结合财政教育支出的效率标准和公平标准,从人口维度出发提出了实现财政教育支出公平的观点,然后分析了现行我国财政教育支出规模和结构的情况及其对收入分配的调解结果,分析现行教育支出的不合理处及原因,并依据人口维度的教育公平提出了改进的制度建议。
Education is the grand plan for the development of a country. Expenditure on education and education not only affects individual development, but also plays an important role in improving the quality of the people and improving the overall national strength. Education as a special kind of public goods plays an important role in enhancing human capital, and the fairness of financial education expenditure has an important influence on the adjustment of residents’ income distribution. The author believes that education expenditure should realize the fair distribution of educational resources in the population dimension. This article first defines the meaning of financial education expenditure, and further analyzes and adjusts the transmission mechanism of income distribution. Then, combining the efficiency standard and fair standard of financial education expenditure, we put forward the viewpoint of fairness of financial education expenditure from the demographic dimension. Then we analyze the current scale and structure of fiscal education expenditure in our country and its mediation result of income distribution. The unreasonable place and reason of the expenditure on education and the suggestion on how to improve the system based on the education equality in the population dimension.
