在西部大开发中,新疆伊犁州最大的优势是向西开放的地缘优势,是地处于全国向西开放的国际大通道的桥头堡。中亚五国在经济上与伊犁州有较强的互补性。经济发展状况相似,经济贸易互补,中亚农副产品、饮料食品市场广阔,伊犁州劳务输出潜力巨大。同时,中国加入WTO,上海五国合作组织的良好机制等也为伊犁州向西开放提供了良好的机遇。伊犁州全面向西开放,应抓好以下几方面工作:①各级领导应把开拓中亚市场作为重大战略举措来抓好。②营造良好环境,构筑全国向西开放的中转基地。③发展兵地融合经济,协力开发中亚市场。④加强口岸建设,促进地边贸大发展。⑤创建边境自由贸易区。⑥建立出口产品加工区。⑦与中亚五国实现市场对接。⑧开拓中亚劳务市场。⑨发展双边旅游产业。⑩加强伊犁州与中亚五国的睦邻友好关系。(11)选派经贸干部到中亚五国使馆挂职锻炼。(12)加快立体交通网络建设。(13)争取中央支持。
