消防法规 宣统元年(1909),湘潭县巡警总局在制定治安管理办法中,专列了消防条款。民国十四年(1925)七月,湖南省省长赵恒惕针对当时火油(即煤油)贮存管理不当和起火损失惨重的情况,颁布了《湖南火油营业暂行取缔规则》。同年八月,颁布了《取缔长沙市沿河马路建筑物暂行规章》,明确规定凡在沿河马路一带建筑屋房及其他建筑物,均需取得建筑许可证方能兴工。并规定“每栋须建封火墙,以防火警蔓延”。民国二十一年(1932)三月,湖南省会公安局颁布了《取缔火灾保险之商店住户暂行规则》。民国二十六年(1937)元月,又颁布了《抽收消防捐及失慎处罚暂行办法》。民国三十四年(1945),湘潭县警察局在制定的《公共娱乐场所管理办法》、《旅馆业管理暂行规则》、《商店住户注意事项》等规定中均列有防火专章。

In August of the same year, the Provisional Regulations on Banning Buildings along Yanhe Road in Changsha City were promulgated, which clearly stipulated that anyone who wants to build houses and other buildings along Yanhe Road will need to obtain a building permit to start construction. And stipulated that “each building shall be sealed firewall to prevent the spread of fire.” In twenty-one years of the Republic of China (1932), in March, Hunan Provincial Public Security Bureau promulgated the Interim Provisions on Storing Residential Households Banning Fire Insurance. Twenty-six years of the Republic of China (January 1937), promulgated the “Interim Measures for the Collection of Fire Extinguishing Donations and Punishment.” In thirty-four years of the Republic of China (1945), the Xiangtan County Police Department listed fire prevention monographs in Regulations for the Administration of Public Entertainment Places, Provisional Rules for Management of Hotels and Hospitals, and Notes for Stores in Households.
