当前,在关系事业单位发展的财力资本、物力资本、人力资本运作的各过程中不可避免地存在一些制约单位内部发展的瓶颈问题。然而,财力资本、物力资本都是没有生命的,其本身并不会运动,必须由人来运作,只有人才是事业单位有效运动的动力。因此,如何做好事业单位的人力资源管理尤为重要,在人力资源管理的六大模块中,绩效管理至关重要,在某种程度上,一个单位的绩效管理水平决定其是否能健康持续发展。
