“两江”医疗保障制度改革的经验,推动了全国医疗保障制度改革的迅猛发展。企业医院应主动适应市场经济的大环境、大趋势,深化内部改革。认为应从 4个方面入手解决企业医院实行内部改革的难点:1.立即着手准备进行全面及经济核算;2.改变过度的集权式管理,在内部划小核算单位,设立模拟法人责任制,分块放权搞活;3.建立与市场经济要求相适应的内部组织机构;4.实行分配制度、考评制度改革。
The experience of the reform of the “two rivers” medical security system has promoted the rapid development of the nation’s medical security system reform. Corporate hospitals should actively adapt to the big environment and major trends of the market economy and deepen internal reforms. It is believed that the difficulties in implementing internal reform in corporate hospitals should be addressed from four aspects: 1. Immediately preparing for comprehensive and economic accounting; 2. Changing excessively centralized management, deciding internal accounting units, and setting up a simulated legal person responsibility system. Decentralization and invigoration; 3. Establishment of an internal organization that meets the requirements of a market economy; 4. Implementation of the distribution system and reform of the evaluation system.
