电力系统引入市场机制后 ,输电网的投资具有分散化和多元化的趋势 ,同时由于输电投资具有规模效应 ,且成本回收期长 ,因而投资者之间相互合作将成为降低风险的一种有效方式 ,但如何分摊投资成本仍是一个值得研究的问题。为此 ,文中基于合作博弈理论 ,提出了一种多主体合作投资的费用分摊方法 ,通过投资收益分析 ,计算各子联盟的特征函数值 ,将超出值作为衡量分摊方案优劣的评价指标 ,并结合遗传算法求得输电合作投资的核子解。分摊结果可同时满足个体合理性条件和群体合理性条件
