1.强化各级政府住房保障职能,建立稳定规范的资金来源渠道。落实廉租住房制度建设的目标责任管理,落实以财政预算安排为主、多渠道筹措资金的规定,确保必要的财政预算资金及时到位。根据财政部正式公布的《廉租住房保障资金管理办法》规定,廉租住房保障资金主要来自八个方面:(1)住房公积金增值收益扣除计提贷款风险准备金和管理费用后的余额;(2)土地出让净收益中按照不低于10%的比例安排用于廉租住房保障的资金;(3)市县财政预算安排
