说起高科技,人们常将它与高投入、高风险、高收益联系起来。的确,一项新发明,从发明者的最初的一闪念到研究出科技成果,需要经历相当的时日,这项成果能否进入工业化生产,投产后能否被市场广泛接受,又是一个非常难以预测的问题,所以,进行科技新品开发的风险是相当大的。 然而,是否所有的高科技项目的投入都具有高风险呢?深圳市科技局局长郝春民日前在众业城市信用社向四家企业提供科技贷款的签字仪式上的一番话颇令人启发:
