利用武汉城市圈2001—2012年39个县区的面板数据和拓展的C-D生产函数,对城市圈建设用地对经济增长的贡献率进行了估算,并结合要素贡献率和建设用地集约水平划分建设用地管控区,提出了总量控制和差别化调控的建设用地管理模式。结果表明:1武汉城市圈土地、资本、劳动要素对经济增长的贡献率分别为6.07%、17.68%、62.18%,建设用地对经济增长依然有着重要作用且暂时很难被资金和劳动有效替代;2城市圈各县区建设用地对经济增长的贡献率存在明显差异,最高为50.36%,最低仅为0.66%;3按照要素贡献率和建设用地集约水平,可将城市圈建设用地划分为优先供给区、重点供给区、适度供给区、内涵挖潜区四个管控区;4建设用地差别化管理可在管控区的基础上进行设计,通过总量控制和差别化调控两方面实现。
Using the panel data of 39 counties in Wuhan metropolitan area from 2001 to 2012 and the extended CD production function, the contribution rate of urban construction land to economic growth was estimated. According to the contribution rate of elements and the intensive level of construction land, construction land Control area, put forward the total control and differential control of the construction land management. The results show that: 1, the contribution rates of land, capital and labor to economic growth in Wuhan urban agglomeration are 6.07%, 17.68% and 62.18% respectively. Construction land still plays an important role in economic growth and can hardly be effectively replaced by capital and labor; 2 The contribution rate of construction land to economic growth in each county area is obviously different with the highest being 50.36% and the lowest being only 0.66%. 3 According to the contribution rate of elements and the intensive level of construction land, the construction land in urban circle can be divided into priority supply District, key supply area, moderate supply area and potential area for tapping the potential. 4 Differentiated management of construction land can be designed on the basis of the controlled area and achieved through total quantity control and differential regulation and control.
