长期以来,环境问题一直深深地困扰着我们居住的城市和乡村,由于环境问题所导致的环境群体事件也愈来愈多。是因为环境影响评价缺失吗?项目决策的法律程序并未完整包含环境影响评价和社会稳定风险评估以及信息公开和公众参与等相关内容,以至引起了公众和政府之间环境责任问题的信任缺失。又由于我国公益诉讼的相关法律并不完善,于是公众通过游行方式来表达内心诉求。本文结合一起地方性的环境事件来探讨上述问题,促进环境评价体系中信息公开,保障公众环境知情权,督促政府更好地履行环境责任。
For a long time, the environmental problems have always plagued the cities and villages in which we live. As a result, the number of environmental groups caused by environmental problems has also increased. Is the lack of an environmental impact assessment? The legal procedures for project decision-making do not completely include such elements as environmental impact assessment and social stability risk assessment, as well as information disclosure and public participation, which has led to a lack of trust in environmental responsibility issues between the public and the government. And because the related laws of public interest litigation in our country are not perfect, the public express their inner demands through the procession. This article explores the above issues with a combination of local environmental events to promote information disclosure in the environmental assessment system, protect the public’s right to information and urge the government to better fulfill its environmental responsibilities.
