在“九五”时期至2010年,要加快我国经济增长方式的转变,关键问题是把握好经济增长的速度,处理好增长速度与增长质量的关系。因此,本文试图从国际比较的角度来分析这个问题。 一、经济增长速度比较的两种方法 一个国家在一定时期内经济增长速度的高低,除了与自身的历史水平相比之外,更多地是从国际比较的角度来衡量的。特别是发展中国家,为了尽快摆脱贫困和落后的局面,赶上以至超过发达国家,总是要进行经济增长速度的国际比较,并尽量实现较快的增长速度。然而,在比较过程中我们发现,一些经济增长很快的国家,社会福利水平的提高并不快;而另一些国家的经济增长速度相同,但经济发展水平的变动却很不一样。 In the period from the Ninth Five-Year Plan to 2010, to speed up the transformation of the mode of economic growth in our country, the key issue is to grasp the speed of economic growth and deal with the relationship between the rate of growth and the quality of growth. Therefore, this article attempts to analyze this issue from the perspective of international comparison. I. Two Ways to Compare the Economic Growth Rates The rate of economic growth in a country over a certain period of time is measured more generally from an international perspective than its historical level. Especially developing countries, in order to extricate themselves from poverty and backwardness as soon as possible and catch up with and surpass even the developed countries, they always need to make an international comparison of the rate of economic growth and try their best to achieve faster growth. However, during the comparison, we found that in some countries with rapid economic growth, the social welfare level is not improving fast; in others, the economic growth rates are the same, but the level of economic development is very different.
