文中认为与传统常规能源相比,新能源具有资源节约和环境改良两种表现形式,其环境效应价值非常显著,而实施必要的价格补贴是促进新能源产业技术创新和发展壮大的有效手段之一,但我国目前对新能源产业的价格补贴政策实施效果并不理想,其价格补贴水平远不足以弥补新能源所创造的环境价值。为此,本文以新能源产业当中的风力发电为研究对象,以西北地区的风力发电产业为个案,从资源节约和环境改良两个角度对该地区风电产业正向环境效应价值进行测算。测算结果表明:西北地区风电产业所创造的环境价值为0.24500913元/k Wh,环境效应价值十分显著,在资源节约和环境改良方面潜力巨大,而我国目前对风电产业的价格补贴仅为0.17元/k Wh,且有下降甚至取消补贴的趋势,为保证新能源产业可持续发展,本文建议,应进一步完善我国现行的风电产业价格补贴政策,将风电产业所创造的环境效应价值作为制定价格补贴水平的上限,这样既可刺激新能源可持续发展,又可使财政补贴有据可循,使补贴资金充分发挥作用。
In the paper, compared with conventional energy, new energy has two forms of resource conservation and environmental improvement, and its environmental effect value is very significant. However, the implementation of the necessary price subsidies is one of the effective ways to promote the technological innovation and development of the new energy industry However, the current implementation of the price subsidy policy of the new energy industry in our country is not satisfactory. The price subsidy level is far from enough to make up for the environmental value created by new energy. Therefore, this paper takes the wind power generation in the new energy industry as the research object and the wind power industry in the northwestern China as an individual case, and calculates the positive environmental effect value of the wind power industry in terms of resource conservation and environmental improvement. The calculation results show that the environmental value created by the wind power industry in Northwest China is 0.24500913 yuan / k Wh, the environmental effect value is very significant and the potential for resource conservation and environmental improvement is huge. At present, the price subsidy for wind power industry in our country is only 0.17 yuan / In order to ensure the sustainable development of new energy industry, this paper suggests that we should further improve the current price subsidy policy of wind power industry in our country, and take the environmental effect value created by wind power industry as the price subsidy level This will not only stimulate the sustainable development of new energy sources, but also allow for the follow-up of financial subsidies so that subsidy funds can fully play its role.
