从世界经济发展、技术进步、社会服务对人才培养体系的需求出发,依据对经验型和策略型技术技能掌握程度的不同,确定中等职业教育、专科层次高等职业教育、技术应用型本科教育的人才培养目标,由职业岗位、职业能力开发职业教育目标后进行各层次课程体系的整体构建,建立文化基础类课程、专业基础类课程、技术技能类课程和综合应用类课程的通用课程结构,提出各层次课程衔接的4种范式,以解决目前技术技能人才培养模式创新遇到的瓶颈问题,促进技术技能积累和实现渐进性创新的技术技能人才培养。
