滦河下游灌区在引滦河水后，４０多年来得到了巨大的发展。但是近几年来，由于气候持续干旱，上游水库蓄水量严重偏少，以致灌区现有水资源供需缺口较大，严重地制约着灌区经济的可持续发展。
Lishui River downstream irrigation area in the Luan River, 40 years has been a huge development. However, in recent years, due to the continuous drought in the climate, the storage capacity of upstream reservoirs has been seriously underdeveloped. As a result, the current water supply and demand gap in the irrigated areas is relatively large, which seriously restricts the sustainable development of the irrigated areas.
