《中共中央关于加强社会主义精神文明建设若干重要问题的决议》中指出:“中国共产党是中国工人阶级的先锋队。共产党员要在全社会发挥表率作用,党的领导干部要在全党发挥表率作用。” 共产党员特别是党的领导干部的表率作用,不仅表现在物质文明建设中,在社会主义精神文明建设中,也要在全党全国各族群众中起表率作用。
