于强化政府、企业责任之外,如何激发普通民众、社会组织在环保中的作用,是此次环保法修改备受关注的一大焦点。上世纪60年代,在美国等西方国家自下而上兴起的环保运动中,环保组织不断就环境问题付诸司法、游说立法,彰显了促进环保的巨大能量,在推动环保立法的同时,也使公众参与成为环保立法中确立的一项重要原则。自此,环保领域的公众参与程度,成为一个国家环境意识、生态文明的鲜明标签。
In addition to strengthening the responsibilities of the government and enterprises, how to stimulate ordinary people and social organizations in environmental protection is a major focus of the revision of the Environmental Protection Law. In the 1960s, in the environmental protection movement that emerged from the bottom up in the United States and other western countries, environmental organizations continued to put judicial and lobbying legislation on environmental issues and demonstrated the enormous energy to promote environmental protection. While promoting environmental legislation, Public participation has become an important principle established in environmental legislation. Since then, the level of public participation in environmental protection has become a distinctive label of a country’s environmental awareness and ecological civilization.
