租界的收回及其火政处的更名。 正当租界的消防事业获得较大发展时,第二次世界大战的战火很快蔓延到我国的上海。1931年日本帝国主义在沈阳制造了“九·一八”事变,侵占了我国东北三省。1932年1月28日又在上海挑起了“一·二八”事变,侵占了上海北郊部分地区。1937年7月7日,日本为全面进攻我国,发动了“芦沟桥事变”。同年8月13日,再次在上海挑起战火,即“八·一三”事变。这两次侵略战争,使上海除租界外都成了日本军国主义者的统治区,租界成了所谓的“孤岛”。那时,上海遭受日军战火的毁坏情况已是馨竹难书了。 “孤岛”上的消防机构,在形式上仍维持着原状,但火政处的上层人物,忧心忡忡,惶惶而过。干了16年消防的戈登戴森处长看此情景便办了退休手续,火政处由原副处长李德升任处长。李德见“孤岛”处景艰难,便也抱观望态度,不想有所作为,以等待战事的变化。为此,租界消防的
