随着中国-东盟自由贸易区的进一步深化、东盟和中国农产品贸易互补性的提升,双方的食用农产品贸易量逐年快速增长。但由于东盟与中国的食用农产品法规和标准等存在着差别,导致双方在农产品贸易中出现或者存在潜在的贸易壁垒。本文在梳理东盟主要农产品贸易国和中国的食用农产品法规和标准的基础上,重点对比分析了东盟与中国的食用农产品基本法、食用农产品安全标准和食用农产品质量标准,进而得出东盟与中国在食用农产品法规和标准上存在差异,并且这些差异逐渐成为制约东盟和中国农产品贸易的潜在重要影响因素等结论,并就削弱贸易壁垒、进一步促进中国-东盟农产品贸易提出了对策及建议。
With the further deepening of China-ASEAN Free Trade Area and the enhancement of trade complementarity between ASEAN and China, the trade volume of edible agricultural products between the two countries has been increasing rapidly year by year. However, due to the differences between ASEAN and China’s laws and standards on edible agricultural products, there are potential trade barriers between the two sides in the trade of agricultural products. On the basis of combing the rules and standards of edible agricultural products in major trading countries of ASEAN and China, this paper mainly compares and analyzes the basic law of edible agricultural products, the safety standards of edible agricultural products and the quality standard of edible agricultural products between ASEAN and China, There are differences between the regulations and standards of agricultural products, and these differences gradually become the conclusion that restricts the potentially important influencing factors of agricultural trade between ASEAN and China. It also puts forward countermeasures and suggestions on how to weaken the trade barriers and further promote China-ASEAN agricultural trade.
