《黑龙江省档案管理条例》的颁布实施,是全面实施依法治省的重要方面,是推动全省档案事业持续全面健康发展的重要法律保障。结合我市档案工作实际情况,特提出如下安排意见。一、认真学习、宣传《条例》各级领导干部要带头学习《条例》,做学法、懂法、执法的带头人。各级档案部门要采取举办学习班、培训班等形式组织全体人员认真学习、深刻领会《条例》规定的内容和实质,明确《条例》赋予的职责、义务、权利和法律责任,提高执法自觉性和依法管理档案的水平。企事业单位要把学习宣传《条例》作为一项重要任务来抓,纳入重要议事日程,切实抓出成效。
