健全的法制既是良好的投资环境所不可缺少的重要因素,也是加速外向经济建设的重要环节。近几年来,福建省人大常委会一直把经济立法工作尤其是与对外开放有关的立法工作放在重要位置,坚持立法保障和促进改革开放的原则,认真研究改革开放中出现的新情况、新问题,及时把改革开放的成功经验用法律形式加以肯定;坚持从国情和省情出发,借鉴吸收国外法律法规,使经济立法既符合国情、省情,又符合国际惯例;坚持经济立法既积极又稳妥的方针,发挥法规对外向型经济发展的导向作用。该省先后审议通过有关对外开放的法规近20项,努力保障外商投资环境改善和沿海开放新格局的形成,促进外向经济发展。

It has adhered to the principle of ensuring and promoting the reform and opening up through legislation, earnestly studied the new and emerging problems in the reform and opening up , In a timely manner to the successful experience of reform and opening up by the legal form to be affirmed; insist on starting from the national conditions and the provincial conditions, learn from foreign laws and regulations, so that economic legislation not only in line with national conditions, the provincial conditions, but also in line with international practice; adhere to the economic legislation is both active and secure The guiding principle of laws and regulations on the development of export-oriented economy. The province has reviewed and passed nearly 20 laws and regulations on opening to the outside world, worked hard to ensure the improvement of the environment for foreign investments and the formation of a new pattern of coastal opening up, and promoted the development of an outward-looking economy.
