一、处理编余人员的问题是今年各厂矿完成一九五四年劳动计划中的一个关键问题,不仅今年如此,在今后劳动计划执行中也必然同样成为一个主要问题,而且目前各厂矿中有少数单位没有抓紧处理,工作缓慢,问题得不到解决,因之处理编余人员保证贯彻劳动计划的执行以严格控制人员的增加是值得我们深切注意的,我们认为本溪钢铁公司根据局的指示和要求,想办法、找出路、采取了措施,在处理工作上取得了一定的成绩,为今后处理编尔人员问题则创造了条件,同时也开辟了一条比较正确的道路,这一经验是值得我们学习的。二、该公司在处理编余人员的工作上采取了以下的步骤与方法。 (1)严格执行上级指示,逐级打通干部思想:如陈星经验在检查计划大会上着重批评各单位不重视劳动计划的错误思想,揭发了不贯彻国家指示而盲目要人的不良现象。
