少数人民防空部门由于规章制度落实不力,权力过于集中,外部监督弱化等原因,导致腐败案件呈现出窝案多,犯罪形式趋于隐蔽,集中在人防工程审批验收领域等特点。遏制人防系统的腐败案件,需要充分发挥制度的约束力和监督制衡力,落实廉政责任;重视法制教育,加强廉洁自律意识;进一步加强审计的监督作用;通过打击与预防有机结合,遏制职务犯罪。 Due to the poor implementation of rules and regulations, over concentration of power and weakening of external supervision, the protection of minorities in civil air defense departments has led to many cases of corruption cases, the tendency of criminal forms to be subtle and concentrated in the field of examination and approval of civil air defense projects. In order to curb corruption cases in civil air defense systems, we need to give full play to the binding force of the system, supervise and check the checks and balances, and implement the responsibility of honest and clean government. We should attach importance to education in the legal system and strengthen the awareness of honesty and self-discipline. We must further strengthen the oversight role of auditing and curb occupational crime through organically combining combat with prevention.
