国务院办公厅去年8月份下发《关于进一步促进旅游投资和消费的若干意见》,提出鼓励弹性作息。有条件的地方和单位可根据实际情况,依法优化调整夏季作息安排,为职工周五下午与周末结合外出休闲度假创造有利条件。而到如今为止,已经有11个省份发文鼓励2.5天休假。本文从目前劳动者休假现状出发,讨论了鼓励2.5天小长假的目的及实现可能性,并从企业资本逐利性、劳动者与用人单位地位不平等性讨论了小长假落实困难的原因。
In August last year, the General Office of the State Council issued “Opinions on Further Promoting Tourism Investment and Consumption” and proposed to encourage flexible rest and work. Localities and units in certain conditions may, according to the actual situation, optimize and adjust their summer schedule in accordance with the law, and create favorable conditions for employees to combine leisure and vacation on weekends with the afternoon on Friday afternoon. So far, 11 provinces have issued texts to encourage 2.5 days off. Based on the present situation of laborer 's vacation, this article discusses the purpose and the possibility of encouraging 2.5 - day long holiday and discusses the reasons for the difficulty in implementing the small holiday from the profit - seeking of enterprise capital and the unequal status of laborer and employer.
