高新区高新技术的开发、实施以知识产权法律保护为必要前提。没有知识产权法律的保障,高新技术的发展就缺乏强大的动力机制,高新技术产业发展将成为无源之水。高新区实行“以自主研发创新为主,以引进吸收创新为辅”的产业发展方针,重点扶持具有自主知识产权的高新技术企业。企业的竞争体现在商品上,商品的竞争体现在技术上,技术的竞争体现在知识产权上。企业的生存与发展,与其拥有的知识产权特别是专利的多少有极大的关系。
