目的进一步提高基层疾病预防控制机构的卫生应急准备管理水平,通过规范化管理提升应急处置能力水平。方法通过调研和总结,就基层疾病预防控机构卫生应急准备工作中的各项基本要素进行归纳并提出建设性意见。结果基层疾病预防控制机构卫生应急准备工作的基本要素应包括组织机构、应急预案、物资储备、培训演练、风险评估等,对各要素依据有关法规规范分别提出规范化标准和要求。结论基层疾病预防控制机构卫生应急准备工作各要素应严格按照有关法规规范要求加以落实,协同发展,不断提升卫生应急综合能力水平。
Objective To further improve the health emergency preparedness and management of grass-roots disease prevention and control institutions, and to improve the emergency response capacity through standardized management. Methods Through the investigation and summary, the basic elements of health emergency preparedness for grassroots disease prevention and control institutions were summed up and constructive suggestions were put forward. Results The basic elements of health emergency preparedness for grass-roots disease prevention and control institutions should include the organization, emergency plans, material reserves, training exercises, risk assessment and so on, and put forward standardized standards and requirements for each factor according to relevant laws and regulations. Conclusions The elements of health emergency preparedness for grassroots disease prevention and control institutions should be strictly implemented in accordance with the requirements of relevant laws and regulations, and should be coordinated to develop continuously to enhance the comprehensive ability of health emergency response.
