里根开创了将财政收入归还给人民的先河,这一做法贯彻其从政生涯,并给当下中国税收制度以启示后来成为美国总统的罗纳德·里根于1967年1月2日就任加利福尼亚州州长,取代了前任的民主党州长。里根上任时,加州的财政颇为窘迫,甚至可以说面临着一场财政危机。面对州财政的巨大赤字,里根向选民承诺,他将恢复一个正常的财政制度,实现收支平衡。而主要做法就是在适当增加税收的同时削减政府开支。
