改革开放30多年来,中国对外承包工程事业经历了从无到有,从弱到强,从低端市场到高端市场,从简单的劳务分包、工程分包、工程施工到设计采购施工EPC项目总承包模式,从工程承包到BOT/PPP投资模式的转变。中国内地企业入选ENR全球最大225家国际承包商的数量逐年增多。面对突飞猛进的国际工程承包来说,风险来源更为多样化,风险控制也更为复杂和困难。国际工程承包项目是一项涉及所在国政治经济法律社会和自然环境等多方面因素的系统工程其高风险性已成为业内人士的共识。
