一、引言 为生产某型号航空发动机燃油控制系统,上级批准生产这种控制系统的工厂筹建一台该型号发动机物理模拟验台(以下简称试验台)。由于研制试验台的技术较为复杂,所需经费数额大,而国家能投入的资金(尤其是外汇)有限,且进度较紧,所以主管部门决定通过投标来确定试验台的研制者。为此组织了投标领导小组(办公室设在620所)和专家组。领导小组负责从筹备投标直至试验台交付验收的全过程管理工作;专家组则进行投标过程和研制过程中的技术评审、鉴定和监督。经研究决定在发动机控制行业内的三个单位中开展竞标,即从三家投标方案中评定出最优方案作为中标者。下面给出用
I. INTRODUCTION For the production of a model aero-engine fuel control system, a factory authorized to produce such a control system is to establish a physical simulation test platform for the engine (hereinafter referred to as the test platform). As the technology for developing test rigs is complex and requires a large amount of funds, and the funds (especially foreign exchange) that the State can invest are limited and the progress is tight, the competent department has decided to determine the developers of test rigs by bidding. To this end, the bidding leading group (with 620 offices) and the expert group was organized. The leading group is responsible for the entire process of management from the preparation of the bidding to the acceptance and delivery of the testbed; the expert group conducts the technical review, appraisal and supervision in the bidding process and the development process. The study decided to bid for the three units in the engine control industry, namely, to evaluate the best solution from the three bidding plans as the successful bidder. Given below
