机场目前实行的单一统一收费政策,其弊端日益暴露出来,越来越限制着机场乃至整个民航事业的发展;指出自主灵活收费政策将能够很好地运用机场的经营特性,优化机场资源,激励机场尽快地建立现代企业制度,提高机场的运营效率和整个民航业的竞争力;并在运用西方经济学及现代企业管理理论的基础上,提出机场实行自主灵活收费政策的有关理论及多种灵活收费方法,还就其实施的前提条件进行了分析研究。
