财政部新一届党组把促进经济发展、做大财政蛋糕作为新时期财政工作的重要指导思想,这是对公共财政理论与实践的完善和发展。一方面要坚持公共财政的支出原则,将财政的支出放到提供公共产品和公共服务上;另一方面要发挥财政政策的作用,通过政策的调整,促进经济的发展,从而为财政提供稳定的收入来源。两者不可偏废。发展经济、做大蛋糕,企业是主体,我们要正确处理建设公共财政与支持企业改革发展的关系,把支持企业改革发展作为财政企业工作的首要任务,与时俱进,努力开拓财政企业工作新局面。
