广告是社会经济发展的产物,它所具有的传播经济信息、开拓市场、引导消费的特殊功能,决定了广告业在一个国家中的特殊作用和地位。一个国家广告业的发展水平,是其经济发展水平的体现。随着改革开放和社会主义市场经济的发展,我国的广告业也得到了迅速恢复和发展。据有关部门统计,1994年上海每天以2户广告企业开张营业的速度,使上海成为广告企业发展数量最多的城市。全年被批准注册的广告经营企业达733户,至此,全市已有广告经营企业2217户,比上年增长49.4%,增幅进入本市第三产业发展的前列,使上海广告业继续在全国处于领先地步。广告业已经初步形成具有一定规模、服务门类和媒介种类比较齐全、能够为社会提供系列化信息服务的产业。
