近几年来,我省国营渔场面临严重资金短缺问题。其原因:一是原来的国拨流动资金过少;二是银行信贷资金供应不足,国营渔场一直没有核定定额流动资金指标,没有可靠的资金保证;三是给大多数国营渔场都有不同程度的基建超支挂帐,严重(?)了流动资金(荆州地区40个国营渔场累计基建超支406.3万元,另有761万元的未完工程支出没有足够的奖金来源);四是职工承包结帐欠款收不回来,使大量资金沉淀;五是由于鱼苗、鱼种在销(?)过程中容易发生成活率不高、数量差异过大等现象,结算货款时经常出现扯皮推(?)的情况,甚至无法收回。解决国营渔场流动资金短缺问题,一方面需要在企业外部建立良好的融资环境,多渠道组织资金;也需要在企业内部挖潜。增强自身“造血”功
