7月18日至21日,河北省大部分地区出现持续强降雨过程,部分市县降雨量超过历史极值,发生了历史罕见的特大洪涝灾害。灾害发生后,河北省民政厅(以下简称“省民政厅”)认真贯彻中央领导同志和省委、省政府领导同志重要讲话和批示精神,快速响应,周密部署,紧急动员,全力保障受灾群众基本生活,扎实开展灾后救助和恢复重建。
