HSE管理体系是国际惯例所要求的、进入国际市场的通行证,严格实施HSE不但可以提升企业国际形象,也可以作为企业改革、提高管理水平、减员增效、文明生产的重大举措。长庆石油勘探局(简称CPEB)从1997年开始引入实施HSE管理,2000年12月发布了《长庆石油勘探局HSE管理体系手册》,表明了CPEB全面实施HSE的决心,标志着长庆石油勘探局行业管理工作进入了一个崭新的阶段。CPEB实施HSE管理体系取得了明显的绩效,在实施过程中遇到的问题和采取的对策可资借鉴。 执行中的问题 尽管CPEB已经建立了较为完善的HSE管理体系,而且取得明显绩效,但这仅仅是开始,HSE留给人们最艰巨的任务就是通过实践来长久持续
HSE management system is required by international practice to enter the international market permits, strict implementation of HSE can not only enhance the international image of enterprises, but also can be used as a corporate reform, improve management, downsizing efficiency, civilized production of major initiatives. Changqing Petroleum Exploration Bureau (CPEB) has been introducing HSE management since 1997, and the “Manual of HSE Management System of Changqing Petroleum Exploration Bureau” released in December 2000 shows the determination of CPEB to implement HSE in an all-round way, marking that Changqing Petroleum Exploration Bureau industry management has entered a new stage. The implementation of HSE management system by CPEB has achieved remarkable performance. Problems encountered in the implementation process and countermeasures taken can be referred to. Problems in Action Although CPEB has established a well-developed HSE management system and achieved significant results, this is only the beginning. The most daunting task HSE leaves people in the long run through practice
