债务危机中的欧洲就业困境与中国就业体制战略调整

欧洲主权债务危机伴随失业率高企,其中既有经济增长减速的原因,也反映了社会保障制度的设计缺陷。本文结合历史经验分析发现,欧洲经济增长与失业之间存在负相关关系,债务危机的欧洲经济衰退引发失业率上升,同时,欧洲国家的社会保障制度模式导致劳动力市场僵化,成为失业率上升的另一重要推手,但与历次宏观经济波动不同,本次欧洲国家失业率上升的特殊根源在于财政联盟构建滞后的欧元区制度缺陷。财政货币一体化非同步性、劳动力市场分化加剧了失业问题治理的难度。债务危机中的欧洲失业问题对我国当前就业体制调整具有重要启示,随着我国就业增长从主要依赖经济增长逐步转向依靠结构转型,需要进一步防范和处理各社会系统运行所出现的失业问题,并关注经济增长和保障制度的协调发展。 The European sovereign debt crisis has been accompanied by high unemployment, including both the reasons for the slowdown in economic growth and the design flaws in the social security system.
