随着世界养殖业的不断发展,养殖污染已经给生态环境和人身体健康带来安全隐患,受到人们的广泛关注。本文主对从补偿主客体、补偿标准、补偿手段3个方面对发达国家养殖污染补偿制度进行了分析,认为这种补偿一方面是对养殖污染治理者的补偿,另一方面也是对污染受害者的补偿。最后根据研究的结论对我国养殖业发展提出几点启示。
With the continuous development of aquaculture in the world, aquaculture pollution has brought potential safety hazards to the ecological environment and human health, attracting widespread attention. This article analyzes the compensation system for aquaculture in developed countries from three aspects: the compensation of the main object, the compensation standard and the compensation method. It considers that compensation is one of the compensation for the pollution control of aquaculture on the one hand, and the compensation of the pollution victims Compensation. Finally, according to the conclusion of the study, this paper gives some enlightenment to the development of aquaculture in our country.
