由于我国二元教育制度存在,形成城市教育和农村教育的巨大差别,这种发展不平衡的现状要改善是一项长期而巨大的社会工程,需要各级政府联动,从政策、法规、体制、财力、人力各方面予以保障和推动。就学校自身而言,一味等待政府扶植推动被动发展,显然难以适应社会发展的步伐,只有立足现状,不断更新理念,高起点定位,强化内部管理,增强自身造血功能,
