绩效管理作为海事行政管理制度创新和有效管理工具,越来越受到重视。目前海事系统绩效管理方法缺乏明确的考核标准,管理过程针对性不强,评估内容笼统,评估方法和程序不够合理,评估制度不够健全,评估结果的应用不够到位,这种现状亟待改善。为了有效地激励基层执法人员的工作积极性,应根据海事系统的具体情况,针对基层执法人员的工作性质和特点,合理选择绩效评估的方法,并进行优化组合,推进实施。
As the innovation and effective management tool of maritime administrative system, performance management is getting more and more attention. At present, there is a lack of clear assessment criteria for the management of maritime system performance, poorly targeted management process, general evaluation content, inadequate assessment methods and procedures, inadequate assessment system and insufficient application of assessment results. This situation needs improvement. In order to effectively motivate law enforcement officers at grassroots level, according to the specific conditions of the maritime system, the law enforcement agencies should select the methods of performance appraisal according to the nature and characteristics of their work, optimize them and promote the implementation.
