设计-施工总承包是建筑企业和建筑市场发展成熟的产物,是技术发展、市场竞争、市场机制不断完善,以及法律和社会发展的结果。发达国家在这方面已经走过几十年的道路,目前在我国还不能马上推广,要让我国建筑市场交易双方都愿意接受总承包方式,我国的建筑业必须付出巨大努力,进行重大的结构调整。另一方面,将设计和施工交由一家企业完成,有利也有弊,仅适合于一部分项目,不是解决一切问题的灵丹妙药。建筑企业应当通过实践设计—施工总承包重新认识自己在国民经济和社会发展中的角色、任务、作用和地位,重新认识我们面前的竞争形势,重新制订自己的发展战略。
Design-construction general contracting is a product of the mature development of construction enterprises and construction markets, as a result of technological development, market competition, continuous improvement of market mechanisms, and law and social development. The developed countries have already gone through several decades in this respect. At present, they can not promote them immediately in our country. In order to allow both parties to the construction market in China to accept the general contracting method, China’s construction industry must make great efforts to carry out major structural adjustments . On the other hand, having design and construction done by one company has both advantages and disadvantages, and is only suitable for some projects. It is not a panacea for solving all problems. The construction enterprises should re-recognize their own roles, tasks, roles and status in national economy and social development through practice design-construction general contracting, re-understand the competitive situation before us and reformulate their own development strategies.
