为贯彻落实觉中央、中央军委和总部关于“大规模培训干部、大幅度提高案质”的重要决策,2006年3月,一批批海军青年军官从高山、从海岛、从舰艇、从部队、从机关院校,从祖国的万里海疆汇聚到海军大连舰艇学院,接受海军历史上规模最大的一次基层政工干部培训。新世纪新阶段新使命,政治工作职能要有新拓展,这是海军党委按照胡主席关于“三个下功夫,一个落到实处”的要求,加紧军事斗争政工人才准备的重大举措。此次培训班,集训人员多,重视程度高,教学实力强。海军各级领导和机关高度重视。海军张定发司令员、胡彦林政委亲自审定培训方案,邬华扬副政委作开学动员；海政范印华主任与机关一起研究培训计划、听取部队政工领导试讲,刘纪林副主任到校检查开训准备工作情况；海政机关二极粕领导参加授课并和学员座谈,海政组织部派员进驻跟踪指导。海军各部队全力支持,保证参训人员按时报到,有关部队积极配合学员见习活动。承办单位海军大连舰挺学院受领任务后,刘新华院长、罗挺政委即集中主要力量精心组织,课程设置紧贴基层政工干部岗位需要(包括军队政治工作基本理论、基本问题、基本知识、基本技能,分10个专题进行学习讨论),授课人员来源广、层次高(总部机关、军事科学院、部队政工领导授课),教学形式活泼多样,各项保障到位有力,日常管理严格有序。学员们反映,“没想到这么短的时间我们可以学到这么多实用性、操作性很强的知识,以后开展政治工作的思路更清晰了,办法更多了。”截至本刊这期发稿,第一期培训班学员已圆满完成学业,第二期培训班开局良好,进展顺利。海军领导及时作出指示,要求认真总结经验,注意跟踪指导,把培训班办得一期比一期更好。 In March 2006, a batch of batch of battalion naval youth officers from the mountains, from the islands, from the ships, from the armed forces, from the armed forces, to the military, From the organs and universities, from the motherland’s thousands of miles to converge to the naval Dalian Ship College, to accept the history of the Navy’s largest grass-roots political and cadre training.
