Water diversion from Luan River to Tang dynasty consists of three parts: water diversion project from Luan River to Ranguan River, Qiuzhuang Reservoir Hub Project and diversion of steep water diversion project. It is a comprehensive inter-basin water supply project to be solved by the state for the purpose of solving the industrial and agricultural water use in Tangshan City. Diversion project from Luan River to Daning Hydropower Station starts with Daguai Ting Reservoir diverting water from Luanhe Hydropower Station to Luan River via water diversion project to return the water to Luan River to realize the first cross-basin water supply;
