新中国成立初期我国曾经提出劳资两利的思想,提出双方在利益对立的情况下有开展合作的可能。劳资两利思想从本质上说就是一种内外协调的机制,能够达到构建和谐劳资关系的要求。劳资两利思想对构建和谐劳资关系的启示在于:建立外部约束框架、多重沟通协商谈判机制和仲裁机制、利益分享机制。基于劳资两利思想构建和谐劳资关系重点是要严格落实监督制度,完善集体谈判制度,建立共同治理机制和团队合作机制。
In the early days of the People's Republic of China, China once put forward the idea of both labor and capital and put forward the possibility of cooperation between the two sides in the event of opposing interests. In essence, the idea of both labor and capital is an internal and external coordination mechanism that can meet the requirements of building a harmonious labor-capital relations. The inspiration for the relationship between labor and capital based on the idea of building a harmonious labor-capital relationship lies in establishing an external constraint framework, a mechanism of multiple negotiation, negotiation, arbitration and benefit-sharing. The key point of building a harmonious labor-capital relationship based on the idea of both labor and capital is to strictly implement the supervision system, improve the collective bargaining system and establish a common governance mechanism and a mechanism for team cooperation.
