1.政府应对投资决策信息透明化的问题尽快作出明确有效的制度安排。制定并适时调整国家《固定资产投资指导目录》、《外商投资产业指导目录》,明确国家鼓励、限制和禁止投资的项目。建立投资信息发布制度,及时发布政府对投资的调控目标、主要调控政策、重点行业投资状况和发展趋势等信息,引导全社会投资活动。
1. The government should make clear and effective institutional arrangements for the transparency of investment decision-making information as soon as possible. To formulate and timely adjust the “Guiding Catalog of Fixed Assets Investment” and the “Guiding Catalog of Industries for Foreign Investment”, specifying the projects that the state encourages, restricts and prohibits investment. Establish a system for releasing investment information and promptly release information on government regulation and control of investment, major regulatory policies, investment status and trends in key industries, and guide investment activities in the whole society.
