随着我国水产养殖业的高速发展,水产苗种作为水产养殖的关键因素之一,其所面临的种质退化、病害传播等问题,势必影响水产养殖业的健康发展。因此加强水产苗种生产、经营的管理,保障水产苗种质量,防止病害的传播和流行已成为渔业生产管理部门必须重视的问题。2001年12月1日施行的《中华人民共和国渔业法》和农业部发布的《水产苗种管理办法》都对此提出了明确的要求。 With the rapid development of aquaculture in our country, aquaculture seedling as one of the key factors of aquaculture, the problems such as germplasm degradation and disease spread are bound to affect the healthy development of aquaculture. Therefore, strengthening the management of aquatic fingerling production and management, ensuring the quality of aquatic fingerling and preventing the spread and epidemic of diseases have become the problems that fishery production and management departments must pay attention to. The Fisheries Law of the People’s Republic of China, which came into force on December 1, 2001, and the Measures for the Management of Aquatic Fry Seeds issued by the Ministry of Agriculture put forward specific requirements in this regard.
